Issues of Liberalization of Electricity Market, Gas Supply and Electronic Communication Systems are at the Core of Budget Debates

The 2023 budget of the Public Services Regulatory Commission is 1 billion 109 million AMD, of which 80% will be directed to the remuneration of work, and around 16% to the purchase of goods and services necessary for ensuring the normal operation of the Commission. 6.2% of the above-mentioned 16% will be directed to the acquisition of technical audit of the investments made by Electric Networks of Armenia and Gazprom Armenia companies last year. The Chairman of the Public Services Regulatory Commission Garegin Baghramyan presented the budget programmes of the sphere and answered the deputies’ questions during the joint sitting of the NA Standing Committees on Economic Affairs and on Financial-Credit and Budgetary Affairs.

The main directions of the activity of the Commission during 2023 were presented, in particular, the process of liberalization of the electricity market, the work aimed at improving gas supply, electronic communication systems.

In the Q&A format, Sergey Bagratyan expressed his opinion that a differentiated approach is being taken in the matter of granting licenses to solar energy generating stations. MP Hovik Aghazaryan also emphasized the increase in the volume of solar energy use.

According to Garegin Baghramyan, they are guided by the RA Law on Energy, taking into account the possibility of the infrastructure, the authorized body decides in what dimensions the given branch of energy will be developed.

MP Mikayel Tumasyan also raised the concern of many developers regarding not gasification of newly constructed buildings.

Garegin Baghramyan informed that the issue is debated with the Ministry of Economy. At the moment, a draft of the Government’s decision is circulating, which envisaged the construction of 4 gas distribution stations with new capacity and medium pressure gas pipelines entering Yerevan. It will mean that the technical conditions will be provided from the nearest point of regional gas distribution stations.
